Van-Far receives clean audit

The Van-Far School District School Board meeting was called to order at 6 p.m. on Thursday, November 21. Five members were present. Dr. Greg Frost was absent.
The first order of business was the approval of agenda, which was approved. The consent agenda was also passed. There were no student recognitions for this month’s meeting.
In the staff/patron input portion of the meeting, Charles Stroker commented on how nice the west parking lot at the high school is now that gravel has been added and grading work is complete.
In regards to VFTA recognition/input, High School Principal, Cindy Pirch announced the VFTA Carnival is scheduled for April 11, 2014.
Auditor Travis Hundley of Gerding, Korte, and Chitwood presented the 2012-13 audit. Hundley stated the district had received a clean audit. All aspects of the audit proved materially correct. Balances were up $26,000. The only concern reported was the small number of personnel that are responsible for the accounting duties. This is always a noted concern in small districts that cannot justify hiring enough staff to fill these positions. He reported the ending fund balances are at 23 percent, which is considered a healthy range. A healthy range is defined as a balance large enough to support three months of expenditures.
The district revenues were at $6.6 million. Local and county revenues accounted for 51 percent of total revenues. The 2013 ADA was $574.61 and the free and reduced count was 53 percent. Federal revenues were over $500,000 at $663,000, which required a single audit. There were no findings. Hundley thanked the board for allowing him to present the audit. The board followed up by approving the 2013 audit.
Superintendent Dr. Stephen Hunter Reported that district wide enrollment is 613. There are 365 students at the elementary and 248 students at the Jr./Sr. high school. Enrollment for November 2012 was 605.
Dr. Hunter informed the board that the MSBA scholarship application is due January 14. Members need to notify the office if they want to be on the committee to select an applicant.
Van-Far Elementary Principal Amber Crane reported students had received vision and dental screenings as well as flu shots free of charge.
The seasonal Christmas concerts are scheduled for December 3, 10, and 16. Cookies and hot chocolate will be served after the concerts. Movie days will be at the Mexico Cinema on December 18 and 19. The annual Thanksgiving dinner is Tuesday, November 26. All board members are invited to attend.
High school principal Cindy Pirch invited board members to attend the conference chorus concert immediately after the board meeting.
The “Blessings in a Bag” program has increased to 25 students. Donations of food and money are being accepted to address the expense of extra food for the long Christmas break. A concert will be held at the Second Missionary Baptist Church on December 7 to raise funds for the program.
Principal Pirch reminded board members that Saturday, the Character Plus committee was sponsoring a craft fair in the high school. Van-Far teacher Gary Fowler has put together a variety show for that evening. A can of food is the entry fee for both the craft fair and the variety show. All donations will be taken to the local food pantry.
Principal Pirch reported a new scrolling message board is being installed in front of the principal’s office for announcements and event information.
A second reading of GCPCA/GDPCA policy updates on healthcare reform was read. The staff retirement incentives were considered and the second reading of the policy was updated.
The first reading of these policies was in June 2013. MSBA advised districts hold off on approving them until notified otherwise. Last month MSBA notified districts it was time to move forward with the approval. This was considered the second reading.
Under action items, the board set filing dates for the board of education. They approved filing dates of December 17 – January 21, with the office open at 8 a.m. on the 17 and open until 5 p.m. on January 21.
The board also unanimously approved the online Policy and Full-Maintenance with MSBA, the contract with MSBA, the MBA Buyboard purchasing program, the football cooperative, and the cooperative agreement.
Following the executive session, the board approved the partnership agreement with MoDot.
The final order of business that was approved was for Dr. Hunter to get bids for security systems, pending his conference with legal counsel.
The Van-Far school board meeting adjourned at 7:20 p.m.
