Culverts discussed in Martinsburg

Mayor Pat Arens called the February 15 Martinsburg City Council Meeting to order. A motion was made and passed to approve the Agenda.
The minutes of the January 11, 2012 meeting was approved.
Brian Maskey, police chief presented the monthly report to council. Brian said that the police officers worked 44 1/2 hours during the month of January. Officers working were Officer Barnett, Officer Shirley and Police Chief Brian Maskey.
The Police Department had 15 calls for service activities; business checks and open doors. Police Department initiated 13 traffic stops of which 10 were verbal warnings and three citations written.
Issues of parking on street and coyotes were discussed. Brian said that he would address these situations. Next Court Date will be April 18, 2012 at 5 p.m.
Special Note: Call 911 for all emergencies or suspicious people. Dispatch will contact the working agency to respond and handle any situation.
Tony King from Allstate attended the meeting. Tony said that the Water and Sewer Project was moving along nicely. He was very pleased with the work done at this point. Bill Dubbert made a motion to pay request #2, to Hutchens Telecom, in the amount of $225,895.74. The motion was seconded and passed. Anthony Becker made a motion to pay Allstate Consultants, engineers for project $18,693. The motion was seconded and passed.
Tony discussed with the Council the need of culverts that need to be replaced. A motion was made to purchase 40 ft. of pipe (culverts) from John Becker and have the contractor install these on the Jack Snyder Property, recommending that two lengths of 20 ft. each be put in. The motion was approved with Anthony Becker abstaining.
Council asked Tony King to recommend other needed culverts. These would be located at Hickory and Jefferson, Jackson and Chestnut East & West, and Jefferson & Cedar. Tony will present bids at the next Council Meeting.
A motion to accept the Treasury Report was passed.
Business Meeting was set up for Tuesday, Feb. 21, to work on Budget.
The meeting was adjourned and a motion made and passed to go into Closed Session to discuss part time police officers. The council returned to regular City Council Meeting after a motion was approved. Next meeting will be March 13 at 7 p.m.
