Pat Arens, mayor, called the May 8, 2012 Regular Martinsburg City Council Meeting to order.
Carl Aulbur was installed as Alderman for the 1st Ward for a two year term.
The motion to approve the Agenda passed and the minutes to the April 10th meeting were also approved.
Steve Shaw and Roger Cope attended the meeting to present bids for a Siren System for the City of Martinsburg.
Bids submitted were: Wireless USA-$11,164.33. Outdoor Warning Consulting LLC-$9971, and Federal Signal Safety & Security System-$13,284.18.
A representative from Outdoor Warning Systems was present to talk about their system and to answer questions from the Council. A Whelen OA2 Cell Siren was recommended. Council also talked about the addition Voice System, E969 Encoder. Shaw will have prices for the Council at the next meeting.
The council is still hoping that the different organizations in town would be willing to help with the cost of the unit. This is something that will definitely be of benefit for the whole city.
Pay requests were submitted for the Water and Sewer Project. Aulbur made a motion to pay Hutchins Telecom- Partial Payment Estimate #5, Water Supply and Distribution System, for work performed between April 1 and April 30, 2012 in the amount of $191,439.81 and Bill Dubbert seconded the motion which passed.
A motion to pay Allstate Consultants LLC- Professional Services Invoice #8 in the amount of $13,664.50 was seconded and passed.
The motion to pay K.J. Unnerstall- Partial Payment Estimate #4, Wastewater Treatment and Collection System for work performed between April 1 and April 30, 2012 in the amount of $111,003.56 was seconded and passed.
Police Chief Brian Maskey reported for the month of April 2012. Police officers worked 71.25 hours. During this time there were 10 business checks/open doors, weed violation, one peace disturbance and one animal complaint. During the month there were seven traffic stops, four verbal warnings and three citations.
MoDOT has been contacted in reference to the 4-way stop sign.
They are discussing various methods to make people more aware of the stop sign.
A speed wagon has been put on Highway 19 so motorists can see their speed as they approach the sign.
Bill Dubbert made a motion to accept the Treasury Report and the Semi-Annual Report. Aulbur seconded the motion and it passed.
Jim Burlison will look into some ordinances for other towns regarding water flow into the sewer from sump pumps and gutter drains. He will have them for the next meeting.
Bob Cope made a motion to purchase two pallets of street seal from Missouri Petroleum at a cost of $1,692, and Lewallen seconded the motion, motion passed.
Lewallen made a motion to accept the bid from Hutchins Telecom in the amount of $1,430 to abandon the well on the Fennewald property as a safety measure since it is located close to the new well. Cope seconded the motion, motion passed.
Council will continue to look at a contract with S&R in regards to animal control. Pat will contact S&R and get some more members to look at the situation.
The next council meeting will be June 12, 2012 at 7 p.m.
Cope made a motion to adjourn the meeting.
