City of Martinsburg approves several documents, payments

The City of Martinsburg held their regular city council meeting on January 8.

Mayor Pat Arens called the meeting to order. Aldermen Carl Aulbur, Bob Cope, Bill Dubbert, and Ed Lewallen along with Attorney Jim Burliston were present.

Alderman Dubbert made a motion to accept the agenda and Alderman Aulbur seconded the motion. The agenda was accepted. Alderman Aulbur made a motion to approve the minutes of the special meeting and regular city council meeting held on December 6 and Alderman Lewallen seconded the motion, minutes were approved.

Tony King from Allstate Consultants presented numerous documents to the council for approval. Documents approved were as follows:

• Alderman Dubbert made a motion to approve a check in the amount of $200 to be made out to DNR for the purpose of obtaining a sewer permit. Alderman Aulbur seconded the motion, motion passed.

• Alderman Lewallen made a motion to approve the final bill of $8,617.50 payable to Allstate engineers for work on the Water and Sewer Project. Alderman Dubbert seconded the motion, motion passed.

• Alderman Aulbur made a motion to approve the final pay request No. 11 in the amount of $67,933.35 and change order No. 3 to reduce retainage by zero. The motion was also to approve the Consultants Certification one year contract with the city for warranty on work performed as of January 8, 2013. Alderman Cope seconded the motion, motion passed.

• Alderman Dubbert made a motion to approve the final pay request No. 10 in the amount of $98,600.41 and change order No. 5 in the amount of $4,128.76 to reduce retainage to zero. The motion was also to approve Consultants Certification one year contract with the city for warranty on work performed as of January 8, 2013. Alderman Lewallen seconded the motion, motion passed.

Police Chief Brian Maskey reported to council that the Police Department worked 35 hours during the month of December. There were three traffic stops and one citation written.

Starting January 1, 2013, the Martinsburg Police Department will now be placing “Due in 30 days” in the court date section instead of an actual court date. Due in 30 days means must be paid in full within 30 days. If not paid a summons will be issued.

This is to cut down on cost of court.

Alderman Dubbert made a motion to accept the Treasury Report and Alderman Aulbur seconded the motion, motion passed.

Alderman Dubbert made a motion to accept the bid from Midwest Heating and Cooling for a furnace and air to be put in City Hall. The bid was for $3,300. Alderman Cope seconded the motion, motion passed.

Council discussed the upcoming election. As of January 8, Pat Arens has filed for mayor and Bill Dubbert for alderman. There is an opening in Ward I for alderman.

Alderman Cope made a motion to adjourn the meeting, meeting adjourned.

The next meeting will be on February 12, 2013 at 7 p.m.
